2 | WHEREAS, The Commission on Government Forecasting and | ||||||
3 | Accountability is the highly-respected legislative support | ||||||
4 | agency that closely tracks the revenue received by the State of | ||||||
5 | Illinois; and
| ||||||
6 | WHEREAS, The Commission on Government Forecasting and | ||||||
7 | Accountability recently released its monthly briefing for the | ||||||
8 | month ending April 2014; and
| ||||||
9 | WHEREAS, In that briefing, the Commission on Government | ||||||
10 | Forecasting and Accountability revised its estimate of the | ||||||
11 | revenue that will be received into the General Revenue Fund for | ||||||
12 | the current Fiscal Year 2014; and
| ||||||
13 | WHEREAS, That revised revenue estimate is $36,661,000,000; | ||||||
14 | and | ||||||
15 | WHEREAS, The Illinois House of Representatives passed | ||||||
16 | House Resolution 389 on May 31, 2013, establishing an estimated | ||||||
17 | revenue figure for Fiscal Year 2014 of $35,446,000,000; and | ||||||
18 | WHEREAS, The Fiscal Year 2014 budget that was passed by the | ||||||
19 | General Assembly was built on the $35,446,000,000 figure; and |

1 | WHEREAS, The new revenue estimate by the Commission on | ||||||
2 | Government Forecasting and Accountability is $1,215,000,000 | ||||||
3 | higher than the revenue estimate on which the budget was | ||||||
4 | constructed; and | ||||||
5 | WHEREAS, The State is now less than 60 days from the end of | ||||||
6 | its current fiscal year, meaning that the agencies and | ||||||
7 | departments of government have operated on the budget that was | ||||||
8 | enacted in May of 2013; and

9 | WHEREAS, It is well known that the State has several | ||||||
10 | billions of dollars in unpaid old bills which it is obligated | ||||||
11 | to pay; and
| ||||||
12 | WHEREAS, Using the increase in revenues that are now | ||||||
13 | estimated to flow into the General Revenue Fund for Fiscal Year | ||||||
14 | 2014 would allow the State to substantially pay down its | ||||||
15 | backlog of old bills; therefore, be it

16 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
17 | NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
18 | we urge the Comptroller to use all revenues in excess of the | ||||||
19 | $35,446,000,000 on which the Fiscal Year 2014 budget was | ||||||
20 | constructed to pay outstanding old bills that the State is | ||||||
21 | obligated to pay; and be it further

1 | RESOLVED, That this resolution refers to all General | ||||||
2 | Revenue funds above the $35,446,000,000 budgeted level that | ||||||
3 | have not heretofore been appropriated in supplemental | ||||||
4 | appropriations; and be it further | ||||||
5 | RESOLVED, That a suitable copy of this resolution be | ||||||
6 | presented to the Comptroller of the State of Illinois.
