HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representative are proud to congratulate Michael J. Rohan of
4Chicago on the occasion of his retirement from the Cook County
5Juvenile Probation and Court Services Department on May 31,
62014; and
 
7    WHEREAS, Michael Rohan has spent his lifetime helping
8children of all walks of life, fortunate and unfortunate,
9during his 37 years with the Circuit Court of Cook County; and
 
10    WHEREAS, In his role as Director of the Juvenile Probation
11and Court Services Department, Michael Rohan is responsible for
12a staff of 450, an annual budget of $35 million, and the
13supervision of nearly 6,000 minors under the age of 18; and
 
14    WHEREAS, Michael Rohan has also served as acting director
15of the Cook County Adult Probation Department and the Forensic
16Clinical Services Department, the Director of Human Services,
17and a Systems Analyst for the Circuit Court of Cook County; and
 
18    WHEREAS, Michael Rohan received a Bachelor of Arts in
19Sociology and a Master of Science in Industrial Relations from
20Loyola University, as well as a Master of Arts in Criminal
21Justice Administration from the University of Illinois; he has

1held an instructor/research position in the Criminal Justice
2Department of the University of Illinois and at the Chicago
3Police Academy; he is also an adjunct Professor/Lecturer in
4Criminal Justice at Loyola University and an associate with the
5Vera Institute's Youth Justice Program in New York; and
 
6    WHEREAS, Michael Rohan has served not only Cook County, but
7the entire State of Illinois, working tirelessly for all
8probation departments in Illinois to enhance probation
9services everywhere in Illinois through his active membership
10in the Illinois Probation and Court Services Association, where
11he served 4 two-year terms as President and continues to serve
12probation as a member of the Illinois Supreme Court Probation
13Advisory Committee; and
 
14    WHEREAS, Michael Rohan has served our Cook County, the
15State of Illinois, and the nation tirelessly, leading the
16effort to improve juvenile detention through the Juvenile
17Detention Alternative Initiative; partnering with the esteemed
18Annie E. Casey Foundation, he helped establish Cook County
19Juvenile Probation as one of only 3 demonstration sites in the
20United States, insuring that youthful offenders are placed in
21the most appropriate structure, removing race as a factor in
22sentencing, and hosting visiting delegations from throughout
23the country and across the world; and

1    WHEREAS, Michael Rohan has received numerous recognitions
2throughout his career, but none more descriptive than the
3simple recognition that he is truly "A Probation Officer's
4Probation Officer"; and
 
5    WHEREAS, Like John Augustus, the father of probation,
6Michael Rohan has mentored young probation officers, teaching
7them from the heart and the rule book, as well as the youthful
8offenders under his supervision, epitomizing Mr. Augustus'
9self-description, "My mission has been to raise the fallen,
10reform the criminal and so far as my humble abilities would
11allow, to transform the abode of suffering and misery to the
12home of happiness"; and
 
13    WHEREAS, Michael Rohan has been fortunate to have joined
14with his best friend and wife of 38 years, Mary Rohan, to
15create their own home of happiness, with 4 children, Meagan,
16Michael, Daniel, and Erin, 2 daughters-in-law, Ashley and
17Megan, and 2 granddaughters, Hannah and Fiona; therefore, be it
 
18    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
19NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
20we congratulate Michael J. Rohan on his retirement from the
21Cook County Juvenile Probation Department and wish him all the
22best in his future endeavors; and be it further
