HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to congratulate Elizabeth A. Robb on the
4occasion of her retirement as Chief Judge of the 11th Judicial
5Circuit; and
 
6    WHEREAS, Judge Robb was elected by her colleagues to serve
7as Chief Judge of the 11th Judicial Circuit in 2004 and has
8been selected to serve in the position continuously for 10
9years; she previously served as an Associate Circuit Judge and
10as Circuit Judge of the 11th Judicial Circuit; she was the
11first woman to hold these offices, inspiring women to pursue
12success and excellence in the field of law; and
 
13    WHEREAS, Judge Robb has successfully practiced law as a
14sole practitioner in a private law practice; she has also been
15a partner in the law firm of Reynard & Robb in Bloomington and
16has served as Assistant Juvenile Public Defender for McLean
17County; and
 
18    WHEREAS, Judge Robb has willingly and selflessly shared her
19wealth of knowledge and expertise with students in business law
20at Illinois State University and Illinois Wesleyan University;
21she has also presented countless programs and workshops to the
22edification of others in the fields of law, justice, human

1services, and social services; and
 
2    WHEREAS, Judge Robb earned her Bachelor of Arts degree
3(magna cum laude) from Illinois Wesleyan University and her
4Juris Doctor from the Loyola University Chicago School of Law;
5and
 
6    WHEREAS, Judge Robb has been appointed to serve state-wide
7on numerous committees and conferences, including the
8Executive Committee, Committee on Strategic Planning, and
9Committee on Juvenile Justice of the Judicial Conference of
10Illinois; the Illinois Juvenile Justice Leadership Council;
11the Illinois Supreme Court's Special Judicial Advisory
12Committee for Justice and Mental Health Planning; she served as
13the Chair of the Executive Committee of the Court Reporting
14Services Agency and Chair of the Judicial Mentor Committee; she
15was also the first woman to be elected as the Chair of the
16Conference of Chief Justices; and
 
17    WHEREAS, Judge Robb helped to establish innovative and
18groundbreaking programs to improve court services and the
19support of justice and dignity for the vulnerable and at-risk,
20mostly notably the Court Appointed Special Advocates program,
21the McLean County Drug Court, the McLean County Recovery Court,
22the Criminal Justice Coordinating Council, the Small Claims
23Mediation Program, and the McLean County Mortgage Foreclosure

1Mediation Program; and
 
2    WHEREAS, Judge Robb and her husband, Alan Sender, have been
3married for more than 30 years; they have 2 children, Jessica
4and Molly; and
 
5    WHEREAS, Judge Robb has broken the mold of Chief Judge
6beyond its administrative duties with a desire to tackle
7community issues for the benefit of all with a focused resolve
8that has earned her the respect of any who know her; therefore,
9be it
 
10    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
11NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
12we congratulate Elizabeth A. Robb on the occasion of her
13retirement and wish her continued success and happiness in the
14future; and be it further
 
15    RESOLVED, That a suitable copy of this resolution be
16presented to Elizabeth Robb as a symbol of our esteem and
17respect.
