15 | by replacing line 1 on page 22 through line 9 on page 23 with |

1 | the following: | ||||||
2 | "Section 10. The Alcoholism and Other Drug Abuse and | ||||||
3 | Dependency Act is amended by adding Section 10-65 as follows: | ||||||
4 | (20 ILCS 301/10-65 new) | ||||||
5 | Sec. 10-65. The Ticket For Recovery Board. | ||||||
6 | (a) The Ticket For Recovery Board is created as an advisory | ||||||
7 | board within the Division of Alcoholism and Substance Abuse of | ||||||
8 | the Department of Human Services (Division). The Board shall | ||||||
9 | consist of 10 members as follows: 2 members appointed by the | ||||||
10 | President of the Senate; 2 members appointed by the Minority | ||||||
11 | Leader of the Senate; 2 members appointed by the Speaker of the | ||||||
12 | House of Representatives; 2 members appointed by the Minority | ||||||
13 | Leader of the House of Representatives; and 2 members appointed | ||||||
14 | by the Governor. | ||||||
15 | The Board members shall serve one 2-year term. If a vacancy | ||||||
16 | occurs in the Board membership, the vacancy shall be filled in | ||||||
17 | the same manner as the initial appointment. | ||||||
18 | (b) Board members shall serve without compensation, but may | ||||||
19 | be reimbursed for their reasonable travel expenses from funds | ||||||
20 | appropriated for that purpose. The Division shall provide staff | ||||||
21 | and administrative support services to the Board. | ||||||
22 | (c) The Board must: | ||||||
23 | (1) consult with the Department of the Lottery in | ||||||
24 | designing and promoting the Ticket for Recovery special |

1 | instant scratch-off game; and | ||||||
2 | (2) review grant applications, make recommendations | ||||||
3 | and comments, and consult with the Division in making | ||||||
4 | grants from amounts appropriated from the C. Vincent | ||||||
5 | Bakeman Ticket For Recovery Grant Fund to public or private | ||||||
6 | entities in Illinois for the purpose of funding | ||||||
7 | supplemental behavioral health services and for funding | ||||||
8 | services for mental health and substance abuse in | ||||||
9 | accordance with Section 21.9 of the Illinois Lottery Law. | ||||||
10 | (d) The Board is discontinued on June 30, 2022. | ||||||
11 | (e) This Section is repealed on January 1, 2023. ".
