AMENDMENT TO SENATE BILL 218

2    AMENDMENT NO. ______. Amend Senate Bill 218, AS AMENDED,
3with reference to page and line numbers of Senate Amendment No.
41, on page 20, lines 9 through 11, by replacing "Section
52310-354 of the Department of Public Health Powers and Duties
6Law of the Civil Administrative Code of Illinois" with "Section
710-65 of the Alcoholism and Other Drug Abuse and Dependency
8Act"; and
 
9on page 20, lines 18 and 19, by replacing "Department of Public
10Health" with "Division of Alcoholism and Substance Abuse of the
11Department of Human Services"; and
 
12on page 20, line 22, by replacing "Department of Public Health"
13with "Division of Alcoholism and Substance Abuse of the
14Department of Human Services"; and
 
15by replacing line 1 on page 22 through line 9 on page 23 with

2    "Section 10. The Alcoholism and Other Drug Abuse and
3Dependency Act is amended by adding Section 10-65 as follows:
 
4    (20 ILCS 301/10-65 new)
5    Sec. 10-65. The Ticket For Recovery Board.
6    (a) The Ticket For Recovery Board is created as an advisory
7board within the Division of Alcoholism and Substance Abuse of
8the Department of Human Services (Division). The Board shall
9consist of 10 members as follows: 2 members appointed by the
10President of the Senate; 2 members appointed by the Minority
11Leader of the Senate; 2 members appointed by the Speaker of the
12House of Representatives; 2 members appointed by the Minority
13Leader of the House of Representatives; and 2 members appointed
14by the Governor.
15    The Board members shall serve one 2-year term. If a vacancy
16occurs in the Board membership, the vacancy shall be filled in
17the same manner as the initial appointment.
18    (b) Board members shall serve without compensation, but may
19be reimbursed for their reasonable travel expenses from funds
20appropriated for that purpose. The Division shall provide staff
21and administrative support services to the Board.
22    (c) The Board must:
23        (1) consult with the Department of the Lottery in
24    designing and promoting the Ticket for Recovery special

1    instant scratch-off game; and
2        (2) review grant applications, make recommendations
3    and comments, and consult with the Division in making
4    grants from amounts appropriated from the C. Vincent
5    Bakeman Ticket For Recovery Grant Fund to public or private
6    entities in Illinois for the purpose of funding
7    supplemental behavioral health services and for funding
8    services for mental health and substance abuse in
9    accordance with Section 21.9 of the Illinois Lottery Law.
10    (d) The Board is discontinued on June 30, 2022.
11    (e) This Section is repealed on January 1, 2023.".
