2 | AMENDMENT NO. ______. Amend Senate Bill 226 by replacing | ||||||
3 | everything after the enacting clause with the following:

4 | "Section 5. The Department of Commerce and Economic | ||||||
5 | Opportunity Law of the
Civil Administrative Code of Illinois is | ||||||
6 | amended by adding Section 605-975 as follows: | ||||||
7 | (20 ILCS 605/605-975 new) | ||||||
8 | Sec. 605-975. Support Your Neighbor Commission. | ||||||
9 | (a) The Support Your Neighbor Commission is created within | ||||||
10 | the Department to help increase the number of American and | ||||||
11 | Illinois made products procured and sold by the State. | ||||||
12 | (b) The Commission shall be composed of: | ||||||
13 | (1) One member appointed by the Speaker of the House of | ||||||
14 | Representatives; | ||||||
15 | (2) One member appointed by the Minority Leader of the | ||||||
16 | House of Representatives; |

1 | (3) One member appointed by the President of the | ||||||
2 | Senate; | ||||||
3 | (4) One member appointed by the Minority Leader of the | ||||||
4 | Senate; | ||||||
5 | (5) One member appointed by the Governor to represent | ||||||
6 | labor organizations representing manufacturing employees | ||||||
7 | with over 500,000 members; | ||||||
8 | (6) One member appointed by the Governor to represent | ||||||
9 | auto workers' unions; | ||||||
10 | (7) One member appointed by the Governor to represent | ||||||
11 | machinist workers' unions; | ||||||
12 | (8) One member appointed by the Governor to represent | ||||||
13 | garment workers' unions; | ||||||
14 | (9) One member appointed by the Governor to represent | ||||||
15 | statewide business groups representing American | ||||||
16 | manufacturers; | ||||||
17 | (10) One member appointed by the Governor to represent | ||||||
18 | the auto industry manufacturing sector; | ||||||
19 | (11) One member appointed by the Governor to represent | ||||||
20 | the interests of construction equipment and farm implement | ||||||
21 | manufacturing; and | ||||||
22 | (12) One member appointed by the Governor to represent | ||||||
23 | the interests of the American garment industry. | ||||||
24 | (c) In addition to the members listed in subsection (b) of | ||||||
25 | this Section, each of the following, or their designee, shall | ||||||
26 | serve as an ex-officio non-voting member of the Commission: the |

1 | Director of Central Management Services, the Director of the | ||||||
2 | Department of Labor, the Director of the Department of Commerce | ||||||
3 | and Economic Opportunity, the Executive Director of the Board | ||||||
4 | of Higher Education, the Secretary of Transportation, and the | ||||||
5 | Director of the Department of Natural Resources. | ||||||
6 | (d) Appointed members shall serve a term of 4 years. The | ||||||
7 | initial terms for members of the Commission shall commence on | ||||||
8 | January 26, 2015. | ||||||
9 | (e) The members of the Commission shall serve without | ||||||
10 | compensation but shall be reimbursed for their reasonable and | ||||||
11 | necessary expenses, including travel expenses, from | ||||||
12 | appropriations to the Department of Commerce and Economic | ||||||
13 | Opportunity available for that purpose and subject to the rules | ||||||
14 | of the appropriate travel control board. | ||||||
15 | (f) Except ex-officio members, the members of the | ||||||
16 | Commission shall be considered members with voting rights. A | ||||||
17 | quorum of the Commission members shall consist of a majority of | ||||||
18 | the members of the Commission. All actions and recommendations | ||||||
19 | of the Commission must be approved by a majority vote of the | ||||||
20 | members. | ||||||
21 | (g) Vacancies occurring among the members shall be filled | ||||||
22 | in the same manner as the original appointment for the | ||||||
23 | remainder of the unexpired term. Members are eligible for | ||||||
24 | reappointment. | ||||||
25 | (h) The Commission shall file a report by December 31 of | ||||||
26 | each year with the Department of Commerce and Economic |

1 | Opportunity. This report shall be posted on the Internet | ||||||
2 | website of the Department of Commerce and Economic Opportunity. | ||||||
3 | Section 10. The Department of Natural Resources Act is | ||||||
4 | amended by adding Section 20-20 as follows: | ||||||
5 | (20 ILCS 801/20-20 new) | ||||||
6 | Sec. 20-20. Products manufactured in the United States. The | ||||||
7 | Illinois State Museum shall set aside a booth or section of the | ||||||
8 | gift shop for the sale of products manufactured in the United | ||||||
9 | States. As used in this Section, "products manufactured in the | ||||||
10 | United States" means assembled articles, materials, or | ||||||
11 | supplies for which design, final assembly, processing, | ||||||
12 | packaging, testing, or other process that adds value, quality, | ||||||
13 | or reliability occurred in the United States. | ||||||
14 | Section 15. The State Parks Act is amended by adding | ||||||
15 | Section 4b as follows: | ||||||
16 | (20 ILCS 835/4b new) | ||||||
17 | Sec. 4b. Products manufactured in the United States. Gift | ||||||
18 | shops and concession areas within State parks and parkways | ||||||
19 | shall set aside a booth or section for the sale of products | ||||||
20 | manufactured in the United States. As used in this Section, | ||||||
21 | "products manufactured in the United States" means assembled | ||||||
22 | articles, materials, or supplies for which design, final |

1 | assembly, processing, packaging, testing, or other process | ||||||
2 | that adds value, quality, or reliability occurred in the United | ||||||
3 | States. | ||||||
4 | Section 20. The Historic Preservation Agency Act is amended | ||||||
5 | by adding Section 35 as follows: | ||||||
6 | (20 ILCS 3405/35 new) | ||||||
7 | Sec. 35. Products manufactured in the United States. State | ||||||
8 | Historic Sites, State Memorials, and other properties that are | ||||||
9 | under the jurisdiction of the Historic Preservation Agency | ||||||
10 | under Section 6 of this Act shall set aside a booth or section | ||||||
11 | for the sale of products manufactured in the United States. As | ||||||
12 | used in this Section, "products manufactured in the United | ||||||
13 | States" means assembled articles, materials, or supplies for | ||||||
14 | which design, final assembly, processing, packaging, testing, | ||||||
15 | or other process that adds value, quality, or reliability | ||||||
16 | occurred in the United States. ".

17 | Section 99. Effective date. This Act takes effect upon | ||||||
18 | becoming law.".
