1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Department of Transportation Law of the
5Civil Administrative Code of Illinois is amended by changing
6Section 2705-587 as follows:
 
7    (20 ILCS 2705/2705-587)
8    Sec. 2705-587. Diversity in Engineering scholarship
9program.
10    (a) The Diversity in Engineering scholarship program is
11created to assist in increasing the representation of targeted
12group members among the within civil engineers employed
13engineer job classifications in which targeted group members
14are underutilized by the Department.
15    (b) For purposes of this Section:
16        "Targeted group member" means a person belonging to a
17    class of race, color, or sex, national origin, ancestry,
18    age, or disability whose percentage percent of the civil
19    engineer workforce employed by within the Department's
20    professional classification which includes civil engineers
21    is less than the percentage that class's percent of the
22    statewide labor market for civil engineers such job
23    activities as recorded in determined by the Department's

1    review of statewide labor statistics annual affirmative
2    action plan.
3        "Eligible student" means a person targeted group
4    member who: (i) is an Illinois resident at the time of
5    application for a scholarship under the Program
6    established by this Section; (ii) is enrolled full-time at
7    any Illinois college or university in any program leading
8    toward a degree in civil engineering; (iii) agrees to
9    conditions required by the Department, including the
10    obligation to work for the Department after graduation if a
11    position is offered for at least one year for each academic
12    year the student receives a scholarship.
13    (c) The Department, subject to appropriation, shall award
14scholarships to up to 20 selected eligible students each year,
15unless no targeted group members are identified by the
16Department Department's affirmative action plan. The
17Department shall establish a process for selecting eligible
18students, which considers obtaining a critical mass of students
19in the program to remedy the underutilization of targeted group
20members. Each scholarship Scholarships issued pursuant to this
21Section shall not exceed $7,500 per academic year.
22    (d) The Department may adopt shall promulgate rules to
23implement and administer the scholarship program created by
24this Section.
