1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Vehicle Code is amended by changing
5Section 3-658 as follows:
 
6    (625 ILCS 5/3-658)
7    Sec. 3-658. Professional Sports Teams license plates.
8    (a) The Secretary, upon receipt of an application made in
9the form prescribed by the Secretary, may issue special
10registration plates designated as Professional Sports Teams
11license plates. The special plates issued under this Section
12shall be affixed only to passenger vehicles of the first
13division, motorcycles, and motor vehicles of the second
14division weighing not more than 8,000 pounds. Plates issued
15under this Section shall expire according to the multi-year
16procedure established by Section 3-414.1 of this Code.
17    (b) The design and color of the plates is wholly within the
18discretion of the Secretary, except that the plates shall,
19subject to the permission of the applicable team owner, display
20the logo of the Chicago Bears, the Chicago Bulls, the Chicago
21Blackhawks, the Chicago Cubs, the Chicago White Sox, the
22Chicago Fire, the Chicago Red Stars, the St. Louis Rams, or the
23St. Louis Cardinals, at the applicant's option. The Secretary

1may allow the plates to be issued as vanity or personalized
2plates under Section 3-405.1 of the Code. The Secretary shall
3prescribe stickers or decals as provided under Section 3-412 of
4this Code.
5    (c) An applicant for the special plate shall be charged a
6$40 fee for original issuance in addition to the appropriate
7registration fee. Of this fee, $25 shall be deposited into the
8Professional Sports Teams Education Fund and $15 shall be
9deposited into the Secretary of State Special License Plate
10Fund, to be used by the Secretary to help defray the
11administrative processing costs.
12    For each registration renewal period, a $27 fee, in
13addition to the appropriate registration fee, shall be charged.
14Of this fee, $25 shall be deposited into the Professional
15Sports Teams Education Fund and $2 shall be deposited into the
16Secretary of State Special License Plate Fund.
17    (d) The Professional Sports Teams Education Fund is created
18as a special fund in the State treasury. The Comptroller shall
19order transferred and the Treasurer shall transfer all moneys
20in the Professional Sports Teams Education Fund to the Common
21School Fund every 6 months.
