SYNOPSIS AS INTRODUCED:
 

 
105 ILCS 5/2-3.160 new

     Amends the School Code. Requires the State Board of Education to annually confer with the Illinois Community College Board to: (i) identify industries and occupations within this State that face workforce shortages; (ii) notify school districts of these identified industries and occupations;  and (iii) approve industry-recognized certification programs designed to mitigate workforce shortages. Provides that beginning with the 2015-2016 school year, the State Board of Education shall annually award incentive grants to  school districts for each pupil in the school district who obtained a diploma if the school district has an industry-recognized certification program and the pupil successfully completed the program. Further provides that if the funds appropriated in any fiscal year are insufficient to pay the full amount of the incentive grant, the State Board of Education shall prorate the amount of its payments among school districts eligible for an incentive grant. Effective July 1, 2015.

1    AN ACT concerning education.
  
 
2    Be it enacted by the People of the State of Illinois,
 
3represented in the General Assembly:
  
 
 
4    Section 5. The School Code is amended  by adding Section 
52-3.160 as follows:
 
6    (105 ILCS 5/2-3.160 new)
7    Sec. 2-3.160. Career and technical education incentive 
8grants.
9    (a) The State Board of Education shall:
10        (1) annually confer with the Illinois Community 
11    College Board to identify industries and occupations 
12    within this State that face workforce shortages or 
13    shortages of adequately trained, entry-level workers;
14        (2) annually notify school districts of the identified 
15    industries and occupations and make this information 
16    available on its Internet website; and
17        (3) approve industry-recognized certification programs 
18    designed to mitigate workforce shortages in any of the 
19    industries or occupations identified under item (1) of this 
20    subsection.
21    (b) Beginning with the 2015-2016 school year, the State 
22Board of Education shall annually award incentive grants from 
23funds appropriated for that purpose to  school districts in the

1amount of $1,000 per pupil for each pupil in the school 
2district who, in the prior school year, obtained a high school 
3diploma or a technical education high school diploma from a 
4school in the school district if:
5        (1) the school district has an industry-recognized 
6    certification program approved under item (3) of 
7    subsection (a) of this Section; and
8        (2) the pupil successfully completed the 
9    industry-recognized certification program in any school 
10    year in which the program was approved by the State Board 
11    of Education.
12    (c) If the funds appropriated in any fiscal year are 
13insufficient to pay the full amount under subsection (b) of 
14this Section, the State Board of Education shall prorate the 
15amount of its payments among school districts eligible for an 
16incentive grant under this Section.
 
 
17    Section 99. Effective date. This Act takes effect July 1, 
182015.
