SENATE RESOLUTION

 
2    WHEREAS, The mission of the Substance Abuse Prevention
3Program (SAPP) Multi-Neighborhood Pilot is to target risk and
4protective factors for alcohol and other substance use and
5abuse at the individual, family, and environmental levels
6through a comprehensive approach, including individual
7programming, media, campaigns, advocacy, and collaboration
8with governmental agencies in the participating communities of
9Back-of-the-Yards, Brighton Park, and Englewood, all within
10Chicago Police District 9; and
 
11    WHEREAS, The goals of the SAPP Multi-Neighborhood Pilot are
12to prevent adolescent substance use particularly relating to
13alcohol, decrease rates of alcohol, tobacco and other substance
14abuse among young adults and youth, build capacity at the
15community-level to address substance abuse-related issues, and
16to promote health and well-being in Chicago and throughout the
17State through replication of the SAPP Multi Neighborhood Pilot;
18and
 
19    WHEREAS, The objectives of the SAPP Multi-Neighborhood
20Pilot include but are not limited to, increasing awareness of
21the negative effects of alcohol use with a focus on youth from
2211 to 19 years of age, engaging in a public education campaign
23around youth and adolescent alcohol use prevention, partnering

1with schools to incorporate alcohol use prevention into health
2and science curriculum at the middle school and high school
3level, partnering with government agencies to promote alcohol
4prevention messaging, establishing family and community
5support systems for youth with a focus on training and program
6development, evaluate existing family and community services,
7implementing evidence-based trainings through utilizing faith
8and community-based infrastructure, and assessing full range
9of social service agencies for service referral; and
 
10    WHEREAS, Several State agencies, including, but not
11limited to, the Department of Human Services, the Liquor
12Control Commission, the State Board of Education, the
13Department of Public Health, the Department of Children and
14Family Services, and the Community College Board, have
15overlapping jurisdiction over the program and services
16supporting the SAPP Multi-Neighborhood Pilot goals and
17objectives; therefore, be it
 
18    RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL
19ASSEMBLY OF THE STATE OF ILLINOIS, that there is created an
20interagency working group among the Department of Human
21Services, the Liquor Control Commission, the State Board of
22Education, the Department of Public Health, the Department of
23Children and Family Services, and the Community College Board,
24for the purposes of assessing and implementing family and

1community support services for underage substance use; and be
2it further
 
3    RESOLVED, That the Department of Human Services shall act
4as the lead agency and provide administrative and other support
5to the workgroup; and be it further
 
6    RESOLVED, That suitable copies of this resolution be
7presented to the Department of Human Services, the Liquor
8Control Commission, the State Board of Education, the
9Department of Public Health, the Department of Children and
10Family Services, and the Community College Board.
