SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened to
3learn of the death of Robert William "Bob" Lickiss, Sr. of
4Marquette Heights, who passed away on May 6, 2014; and
 
5    WHEREAS, Robert Lickiss, Sr. was born on September 1, 1924
6in Percy; his parents were William and Bernice (nee Tudor)
7Lickiss; he married Colene Saak in 1946 in Chester; and
 
8    WHEREAS, Robert Lickiss, Sr. graduated with honors from
9Southern Illinois University in 1949 and earned his Master's
10Degree in Political Science and International Relations from
11the University of Chicago in 1950; and
 
12    WHEREAS, Robert Lickiss, Sr. was an award-winning sales
13representative for the topical law publisher, Commerce
14Clearing House and CCH Computax, Inc., retiring in 1990 after
1530 years of service; after his retirement, he and his wife
16became investors and travelled extensively; in his early work
17years, he was a motion picture machine operator for his
18family's movie theater in Percy and a Borden Dairy Plant
19foreman in Peoria; and
 
20    WHEREAS, Robert Lickiss, Sr. served his country with pride
21as a member of the United States Army Air Forces during World

1War II from 1943 to 1945 as a B-17 bombardier/navigator; as a
2lieutenant, he flew missions over Germany, Italy, Austria, and
3Yugoslavia and was one of the first members of military
4aviation to be trained in the use of navigational radar; he
5continued his military career in the Air Force Reserves as a
6Lieutenant Colonel and Commander of the former Peoria Air
7Reserve Squadron until his retirement in 1972; after retiring,
8he remained an active member of the Reserve Officers
9Association, serving on the Board of Directors and as Chapter
10president in 2001; and
 
11    WHEREAS, Robert Lickiss, Sr. served his community as
12chairman of the Marquette Heights Zoning Board from 1964 to
131978 and served briefly on the Marquette Heights Fire
14Department during a period of manpower shortage in the 1960s;
15he was also involved in numerous community projects and
16improvements; and
 
17    WHEREAS, Robert Lickiss, Sr. was preceded in death by his
18parents; his beloved step-father, David Cross; and a
19granddaughter; and
 
20    WHEREAS, Robert Lickiss, Sr. is survived by his wife,
21Colene; 6 children, Pamela Lickiss, Dr. Karen (Scott) Weiss,
22the Honorable Monica (Stuart) Marlow, Lt. Col. (ret.) Robert
23(Mary) Lickiss, Jr., Jeff (Vickie) Lickiss, and Sandy (Michael)

1Isom; 13 grandchildren; and 8 great-grandchildren; therefore,
2be it
 
3    RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL
4ASSEMBLY OF THE STATE OF ILLINOIS, that we, along with his
5family and friends, mourn the passing of Robert William "Bob"
6Lickiss, Sr.; and be it further
 
7    RESOLVED, That a suitable copy of this resolution be
8presented to the family of Robert Lickiss, Sr. as an expression
9of our sympathy.
