SYNOPSIS AS INTRODUCED:
 
5 ILCS 420/3-108 new

    Amends the Illinois Governmental Ethics Act. Prohibits the Speaker of the House of Representatives, President of the Senate, Minority Leader of the House of Representatives, and Minority Leader of the Senate from engaging in outside employment during their terms of office. Defines "outside employment". Effective immediately.

1    AN ACT concerning government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Governmental Ethics Act is amended
5by adding Section 3-108 as follows:
 
6    (5 ILCS 420/3-108 new)
7    Sec. 3-108. No outside employment during term of office.
8    (a) No Speaker of the House of Representatives, President
9of the Senate, Minority Leader of the House of Representatives,
10or Minority Leader of the Senate may engage in outside
11employment during his or her term of office.
12    (b) For the purposes of this Section, "outside employment"
13means any form of compensated or uncompensated employment or
14business relationship involving the provision of personal
15services by a person subject to subsection (a) of this Section
16for an entity other than the State. The term "outside
17employment" includes, but is not limited to, the provision of
18personal services as an officer, director, employee, agent,
19attorney, consultant, contractor, general partner, trustee,
20teacher, or speaker. The term "outside employment" does not,
21however, include participation in the activities of a nonprofit
22charitable, religious, professional, social, fraternal,
23educational, recreational, public service, or civic

1organization, unless the organization is a prohibited source,
2as defined under Section 1-5 of the State Officials and
3Employees Ethics Act, or unless such activities involve the
4provision of professional services or advice, or are for
5compensation other than reimbursement of expenses.
 
6    Section 99. Effective date. This Act takes effect upon
7becoming law.
