| 1 | AMENDMENT TO HOUSE BILL 1016

| 2 | AMENDMENT NO. ______. Amend House Bill 1016, AS AMENDED, | ||||||
| 3 | with reference to page and line numbers of House Amendment No. | ||||||
| 4 | 1, on page on page 2, line 7, by inserting after the period the | ||||||
| 5 | following: | ||||||
| 6 | ""Dealer" includes any person engaged in the business of | ||||||
| 7 | selling firearms at wholesale or retail, or repairing firearms | ||||||
| 8 | or making or fitting special barrels, stocks, or trigger | ||||||
| 9 | mechanisms to firearms."; and | ||||||
| 10 | on page 3, by inserting immediately below line 18 the | ||||||
| 11 | following: | ||||||
| 12 | ""Manufacturer" means any person engaged in the business of | ||||||
| 13 | manufacturing firearms or ammunition for purposes of sale or | ||||||
| 14 | distribution."; and | ||||||
| 15 | on page 4, line 18, by inserting immediately after the period | ||||||
| 16 | the following:

| 1 | "This subsection (b) does not apply to: | ||||||
| 2 | (1) a person who possesses a license to manufacture | ||||||
| 3 | firearms under subsection (a) of Section 923 of the federal
| ||||||
| 4 | Gun Control Act of 1968 (18 U.S.C. 923(a)); or | ||||||
| 5 | (2) a person who is actually engaged in the business of
| ||||||
| 6 | manufacturing and selling any piece or part of a firearm,
| ||||||
| 7 | but only with respect to the activities which are within
| ||||||
| 8 | the lawful scope of that business.".
