4 | | "Section 5. The Election Code is amended by changing |
5 | | Sections 4-50, 5-50, and 6-100 as follows: |

primary or election, except that during the 2014 |

15 | | on election day. During this grace period, an unregistered |
16 | | qualified

9 | | that individual, or change a registered voter's address, in the |
10 | | same manner as otherwise provided by this Article for |
11 | | registration and change of address. |
12 | | If a voter who registers or changes address during this |
13 | | grace period wishes to vote at the first election or primary |
14 | | occurring after the grace period, he or she must do so by grace |
15 | | period voting. The election authority shall offer in-person |
16 | | grace period voting at the authority's office and any permanent |
17 | | polling place where grace period registration is required by |
18 | | this Section; and may offer in-person grace period voting at |
19 | | additional locations specifically designated for the purpose |
20 | | of grace period voting by the election authority. The election |
21 | | authority may allow grace period voting by mail only if the |
22 | | election authority has no ballots prepared at the authority's |
23 | | office. Grace period voting shall be in a manner substantially |
24 | | similar to voting under Article 19. |

9 | | changes in a statute that is represented in this Act by text |
10 | | that is not yet or no longer in effect (for example, a Section |
11 | | represented by multiple versions), the use of that text does |
12 | | not accelerate or delay the taking effect of (i) the changes |
13 | | made by this Act or (ii) provisions derived from any other |
14 | | Public Act.".
