Amends the Higher Education Student Assistance Act. Requires the Illinois Student Assistance Commission to receive and consider applications for grant assistance from persons enrolled or accepted for enrollment in a medical assistant program at an institution of higher learning that will lead to certification to work as a medical assistant in the Roseland Community Medical District. Sets forth provisions concerning the selection of recipients, the amount of a grant, applications for grant assistance, administration, and rulemaking.

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:

4 | | Section 5. The Higher Education Student Assistance Act is |
5 | | amended by adding Section 65.90 as follows: |
6 | | (110 ILCS 947/65.90 new) |
7 | | Sec. 65.90. Medical assistance grants. |
8 | | (a) Beginning with the 2016-2017 academic year, the |
9 | | Commission shall, each year, receive and consider applications |
10 | | for grant assistance under this Section. An applicant is |
11 | | eligible for a grant under this Section if the Commission finds |
12 | | that the applicant meets all of the following qualifications: |
13 | | (1) He or she is a United States citizen or eligible |
14 | | noncitizen. |
15 | | (2) He or she is enrolled or accepted for enrollment in |
16 | | a medical assistant program at an institution that will |
17 | | lead to certification to work as a medical assistant in the |
18 | | Roseland Community Medical District. |
19 | | (b) Recipients shall be selected from among applicants |
20 | | qualified pursuant to subsection (a) of this Section based on |
21 | | financial need, as determined by the Commission. Preference may |
22 | | be given to previous recipients of assistance under this |
23 | | Section, provided they continue to maintain eligibility and |
