1    AN ACT concerning State government.
  
 
2    Be it enacted by the People of the State of Illinois,
 
3represented in the General Assembly:
  


 
4    Section 1. Legislative findings and intent.  The General 
5Assembly finds that individuals with developmental or mental 
6disabilities may sometimes have a difficult time 
7communicating. This can be especially true in high stress 
8situations, such as, but not limited to, interacting with 
9criminal justice professionals. It is the intent of the General 
10Assembly to provide a solution to de-escalate these situations 
11by providing a way for individuals with disabilities to help 
12inform or notify criminal justice professionals of the 
13individual's disability.
 
14    Section 5. The Illinois Identification Card Act is amended  
15by adding Section 4A-1 as follows:
 
16    (15 ILCS 335/4A-1 new)
17    Sec. 4A-1. Person with a disability wallet card.
18    (a)   Upon approval of an applicant's Illinois Person with a 
19Disability Identification Card, the Secretary of State shall 
20inform the applicant of the availability of a Person with a 
21Disability Wallet Card that specifies that the cardholder has 
22been medically diagnosed with a disability, and shall provide

1that Wallet Card upon the applicant's request. This Wallet Card 
2may only be available to applicants with a Type Two or Type 
3Five Disability as defined in Section 4A of this Act.
4    (b)   The Department of Human Services shall design the 
5Wallet Card in consultation with the Secretary of State, after 
6which, the Department of Human Services shall produce and 
7distribute the cards to the Secretary of State.
8    (c)   The Secretary of State shall work with the Department 
9of Human Services to adopt rules in the administration of the 
10Wallet Card.
