SYNOPSIS AS INTRODUCED:
 
625 ILCS 5/3-661

    Amends the Illinois Vehicle Code. Provides that Illinois Route 66 license plates can be affixed to motorcycles having an engine over 150cc. Requires the Secretary of State to issue a version of the Route 66 license plates in a form appropriate for motorcycles.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Vehicle Code is amended by changing
5Section 3-661 as follows:
 
6    (625 ILCS 5/3-661)
7    Sec. 3-661. Illinois Route 66 license plates.
8    (a) The Secretary, upon receipt of all applicable fees and
9applications made in the form prescribed by the Secretary, may
10issue special registration plates designated as Illinois Route
1166 license plates. The special plates issued under this Section
12shall be affixed only to passenger vehicles of the first
13division, motorcycles having an engine over 150cc, or motor
14vehicles of the second division weighing not more than 8,000
15pounds. Plates issued under this Section shall expire according
16to the multi-year procedure established by Section 3-414.1 of
17this Code.
18    (b) The design and color of the special plates shall be
19wholly within the discretion of the Secretary. The Secretary
20may, in his or her discretion, allow the plates to be issued as
21vanity or personalized plates in accordance with Section
223-405.1 of this Code. The plates are not required to designate
23"Land of Lincoln", as prescribed in subsection (b) of Section

13-412 of this Code. The Secretary, in his or her discretion,
2shall approve and prescribe stickers or decals as provided
3under Section 3-412. The Secretary must issue a version of the
4special registration plates authorized under this Section in a
5form appropriate for motorcycles.
6    (c) An applicant for the special plate shall be charged a
7$40 fee for original issuance in addition to the appropriate
8registration fee. Of this fee, $25 shall be deposited into the
9Illinois Route 66 Heritage Project Fund and $15 shall be
10deposited into the Secretary of State Special License Plate
11Fund, to be used by the Secretary to help defray the
12administrative processing costs.
13    For each registration renewal period, a $27 fee, in
14addition to the appropriate registration fee, shall be charged.
15Of this fee, $25 shall be deposited into the Illinois Route 66
16Heritage Project Fund and $2 shall be deposited into the
17Secretary of State Special License Plate Fund.
18    (d) The Illinois Route 66 Heritage Project Fund is created
19as a special fund in the State treasury. Subject to
20appropriation by the General Assembly and distribution by the
21Secretary, Illinois Route 66 Heritage Project, Inc. shall use
22all moneys in the Illinois Route 66 Heritage Project Fund for
23the development of tourism, through education and
24interpretation, preservation, and promotion of the former U.S.
25Route 66 in Illinois.
