SYNOPSIS AS INTRODUCED:
 
105 ILCS 5/2-3.161

    Amends the School Code. Requires the State Board of Education to reestablish the reading instruction advisory group abolished on December 15, 2015 to complete the abolished group's work. Provides that the reestablished advisory group shall complete its work before December 31, 2016 and is abolished on December 31, 2016. Effective immediately.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The School Code is amended by changing Section
52-3.161 as follows:
 
6    (105 ILCS 5/2-3.161)
7    Sec. 2-3.161. Definition of dyslexia in rules; reading
8instruction advisory group.
9    (a) The State Board of Education shall adopt rules that
10incorporate an international definition of dyslexia into Part
11226 of Title 23 of the Illinois Administrative Code.
12    (b) Subject to specific State appropriation or the
13availability of private donations, the State Board of Education
14shall establish an advisory group to develop a training module
15or training modules to provide education and professional
16development to teachers, school administrators, and other
17education professionals regarding multi-sensory, systematic,
18and sequential instruction in reading. This advisory group
19shall complete its work before December 15, 2015 and is
20abolished on December 15, 2015. The State Board of Education
21shall reestablish the advisory group abolished on December 15,
222015 to complete the abolished group's work. The reestablished
23advisory group shall complete its work before December 31, 2016

1and is abolished on December 31, 2016. The provisions of this
2subsection (b), other than this sentence, are inoperative after
3December 31, 2016.

6    Section 99. Effective date. This Act takes effect upon
