2 | | (3) He or she is enrolled or accepted for enrollment at |
3 | | a public university in this State. |
4 | | (b) The Commission shall create a board to select |
5 | | recipients of scholarships under this Section. Each public |
6 | | university shall appoint one member to the board, and the |
7 | | Executive Director of the Commission or his or her designee |
8 | | shall serve as chairperson of the board. Recipients shall be |
9 | | selected from among applicants qualified pursuant to |
10 | | subsection (a) of this Section based on criteria set forth by |
11 | | the board. Preference may be given to previous recipients of |
12 | | assistance under this Section, provided they continue to |
13 | | maintain eligibility and maintain satisfactory academic |
14 | | progress as determined by the public university at which they |
15 | | enroll. Once the board has selected scholarship recipients for |
16 | | a given academic year, the board shall forward the applications |
17 | | and any supporting documents of those selected to the |
18 | | Commission for the awarding of scholarships. |
19 | | (c) Each scholarship awarded under this Section shall be in |
20 | | an amount sufficient to pay the tuition and fees of the public |
21 | | university at which the recipient is enrolled. |
22 | | (d) The total amount of scholarship assistance awarded by |
23 | | the Commission under this Section to an individual in any given |
24 | | fiscal year, when added to other financial assistance awarded |
25 | | to that individual for that year, shall not exceed the cost of |
26 | | attendance at the public university at which the student is |

2 | | (e) A recipient may receive up to 8 semesters of |
3 | | scholarship assistance under this Section. |
4 | | (f) All applications for scholarship assistance to be |
5 | | awarded under this Section shall be made to the State |
6 | | representative or State senator who represents the territory |
7 | | where the recipient resides. The State representative or State |
8 | | senator shall choose which applications to forward to the board |
9 | | created under subsection (b) of this Section. The application |
10 | | shall be in a form as set forth by the Commission. The form of |
11 | | application and the information required to be set forth in the |
12 | | application shall be determined by the Commission, and the |
13 | | Commission shall require eligible applicants to submit with |
14 | | their applications such supporting documents as the Commission |
15 | | deems necessary. |
16 | | (g) Subject to a separate appropriation made for such |
17 | | purposes, payment of any scholarship awarded under this Section |
18 | | shall be determined by the Commission. All scholarship funds |
19 | | distributed in accordance with this Section shall be paid to |
20 | | the public university on behalf of the recipients. Scholarship |
21 | | funds are applicable toward 2 semesters of enrollment within an |
22 | | academic year. |
23 | | (h) The Commission shall administer the scholarship |
24 | | program established by this Section and shall make all |
25 | | necessary and proper rules not inconsistent with this Section |
26 | | for its effective implementation. ".
