2 | AMENDMENT NO. ___. Amend House Joint Resolution 133 by | ||||||
3 | replacing everything after the heading with the following:

4 | "WHEREAS, The City of Springfield has been the capital of | ||||||
5 | Illinois since 1839, when then-Governor Thomas Carlin issued a | ||||||
6 | proclamation ordering the relocation of all State records from | ||||||
7 | Vandalia to Springfield; and
| ||||||
8 | WHEREAS, The City of Springfield is home to the main | ||||||
9 | offices of the Executive Branch, the Legislative Branch, and | ||||||
10 | the Judicial Branch of Illinois State government; and
| ||||||
11 | WHEREAS, With a large reduction in the State workforce over | ||||||
12 | the last several years, Springfield has suffered significant | ||||||
13 | job losses; and
| ||||||
14 | WHEREAS, As home to the majority of State government |

| |||||||
1 | activity, it is essential that the capital of Illinois is also | ||||||
2 | home to as many State employees as possible in order to ensure | ||||||
3 | that Illinois runs in an efficient and productive manner; and
| ||||||
4 | WHEREAS, Advances in technology and increased connectivity | ||||||
5 | throughout the State have made it easier than ever for the | ||||||
6 | State workforce to be centrally located in Springfield; | ||||||
7 | therefore, be it
| ||||||
8 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
9 | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE | ||||||
10 | SENATE CONCURRING HEREIN, that we urge each State agency under | ||||||
11 | the direction of the Office of the Governor to prepare an | ||||||
12 | agency or office workforce report; and be it further
| ||||||
13 | RESOLVED, That the workforce reports should include the | ||||||
14 | following information for all employees under the Personnel | ||||||
15 | Code: | ||||||
16 | (1) the number of employees in each county in this | ||||||
17 | State; | ||||||
18 | (2) the division and facility, if applicable, that each | ||||||
19 | of these employees is stationed; | ||||||
20 | (3) the position number, general working title, and a | ||||||
21 | brief description of job duties of each of these employees; | ||||||
22 | and | ||||||
23 | (4) the justification as to why these positions, |

1 | specifically upper and middle management positions, could | ||||||
2 | not be located in Springfield; and be it further | ||||||
3 | RESOLVED, That the workforce reports would not need to | ||||||
4 | include detailed information relating to direct service | ||||||
5 | workers, but should list the number of these positions in each | ||||||
6 | title by county, division, and facility; and be it further | ||||||
7 | RESOLVED, That moving forward, as the State of Illinois | ||||||
8 | begins to fill vacant positions, we urge all State agencies to | ||||||
9 | consider filling any vacant position in Springfield first, as | ||||||
10 | Springfield is the home of State government; and be it further | ||||||
11 | RESOLVED, That we urge all State agencies to have their | ||||||
12 | workforce reports completed and submitted to the Office of the | ||||||
13 | Governor and the General Assembly by August 31, 2016; and be it | ||||||
14 | further | ||||||
15 | RESOLVED, That a suitable copy of this resolution be | ||||||
16 | delivered to the Office of the Governor to direct each State | ||||||
17 | agency to complete a workforce report.". |
