2 | | WHEREAS, The members of the Illinois House of |
3 | | Representatives wish to honor Illinois State Police (ISP) |
4 | | Director Hiram Grau and thank him for his service to the State; |
5 | | and
|
6 | | WHEREAS, Director Grau was appointed by Governor Pat Quinn |
7 | | on March 25, 2011 and unanimously confirmed by the Illinois |
8 | | Senate on April 13, 2011 as the ISP's first Hispanic Director; |
9 | | and |
10 | | WHEREAS, During his tenure, Director Grau oversaw the ISP's |
11 | | implementation of Illinois' concealed carry program, meeting |
12 | | every statutory deadline; he authorized the use of non-lethal |
13 | | and state-of-the-art tasers by troopers; he renewed the ISP's |
14 | | efforts on diversity and recruitment, producing a professional |
15 | | recruitment video; and |
16 | | WHEREAS, Under Director Grau's leadership, the ISP opened |
17 | | the Metro East Forensic Science Laboratory in Belleville and |
18 | | the Metro East Police Assistance Team (MEPAT) was deployed and |
19 | | partnered with the Chicago Police Department in a fugitive |
20 | | apprehension initiative; and |
21 | | WHEREAS, During the 2012 Chicago NATO Summit, Director Grau |

1 | | led the ISP's involvement and protection of world dignitaries |
2 | | attending the conference; and |
3 | | WHEREAS, Director Grau renewed the ISP's efforts in the |
4 | | investigation of cold cases; under his leadership, one of the |
5 | | oldest cold cases in American history, the 1957 murder of Maria |
6 | | Ridulph, was solved; in addition, the ISP eliminated the |
7 | | backlog of old "Section 20" sexual assault cases; and
|
8 | | WHEREAS, Prior to becoming Director of the ISP, Director |
9 | | Grau was Deputy Chief of the Cook County State's Attorney's |
10 | | Office of Investigations Bureau, where he oversaw the |
11 | | Narcotics/Special and Municipal Investigations Divisions; he |
12 | | has spent his entire career in law enforcement - 28 of those |
13 | | years with the Chicago Police Department, working his way up |
14 | | through the ranks as Patrolman, Tactical Officer, Gang Crime |
15 | | Specialist, Detective, Undercover Narcotics Officer, Sergeant, |
16 | | Lieutenant, Watch Commander, District Commander, Deputy |
17 | | Superintendent, and Acting First Deputy; he also spent 9 years |
18 | | on the FBI's Street Gang Investigation Squad; and
|
19 | | WHEREAS, Director Grau has received hundreds of special |
20 | | commendations, awards, and recognitions; he is a decorated |
21 | | Vietnam veteran, receiving 4 medals while serving with the |
22 | | United States Army's 101st Airborne Division; and
|

1 | | WHEREAS, Director Grau has served as Past President of the |
2 | | St. Jude Police League; was a former professor of the Adler |
3 | | School of Psychology (Police Leadership Course); a guest |
4 | | lecturer at the Vietnam Veterans Museum; and a former |
5 | | Leadership Course Instructor for the Chicago Police |
6 | | Department's Executive Development Program; and
|
7 | | WHEREAS, Director Grau has a bachelor's degree in criminal |
8 | | justice/social justice from Lewis University and a master's |
9 | | degree in business administration from St. Xavier University; |
10 | | he is a graduate of the FBI National Academy and the City of |
11 | | Chicago Executive Development Program; therefore, be it
|
12 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
13 | | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we |
14 | | honor Illinois State Police Director Hiram Grau and thank him |
15 | | for his service to the State; and be it further

16 | | RESOLVED, That a suitable copy of this resolution be |
17 | | presented to Director Grau as an expression of our esteem and |
18 | | respect.
