HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives are pleased to recognize milestone events in
4the lives of Illinois citizens; and
 
5    WHEREAS, It has come to our attention that Lauren Malmberg
6is retiring from Peoria County Animal Protection Services
7(PCAPS), where she served as the Animal Shelter Director; and
 
8    WHEREAS, Lauren Malmberg graduated from the University of
9Illinois in 2001 with a Bachelor's Degree in Business
10Management; she went on to earn a Master's Degree in Business
11Administration from the University of Illinois; and
 
12    WHEREAS, Lauren has been with Peoria County Animal
13Protection Services for 35 years and served as the Director of
14the Animal Shelter for the past 30 years; she began her career
15with PCAPS in 1980 as a clerk before becoming a Kennel Helper
16in 1981, Animal Control Officer in 1982, Kennel Officer in
171983, and finally Animal Shelter Director in 1985; and
 
18    WHEREAS, Lauren Malmberg is currently on the Board of
19Directors of the Illinois Animal Welfare Federation, the County
20Animal Controls of Illinois, the Peoria Humane Society, and the
21National Disaster Animal Response Team; she has further served

1her community by offering her leadership and expertise as a
2member of the National Animal Control Association, the American
3Humane Association, and the Society of Animal Welfare
4Administrators; and
 
5    WHEREAS, Lauren Malmberg's commitment to the humane
6treatment of animals has been recognized by her Partners in
7Peace Award, her Ducky Award, and her Judy Lasco Volunteer of
8the Year Award from the Center for Prevention of Abuse; she
9gained further recognition from InterBusiness Issues as one of
10"40 Leaders Under Forty"; and
 
11    WHEREAS, In executing the duties of the Animal Shelter
12Director for PCAPS over the past 3 decades, Lauren Malmberg has
13committed incalculable time and energy into the interpretation
14and enforcement of animal control codes, administration of a
15multi-million dollar division budget, and negotiation with
16local veterinary and municipal agencies; she further committed
17to the duties of her station by assisting in animal rescue
18following Hurricane Katrina in 2005 and for mass animal
19impoundment in Madison, Wisconsin in 2009; and
 
20    WHEREAS, Under the direction of Lauren Malmberg, PCAPS
21established a program to sterilize adopted animals prior to
22release, increased rabies licenses from 28,000 to 39,000
23animals, coordinated design and provided oversight for the

1construction of a 7,200 square-foot animal shelter and 1,800
2square-foot education center, published articles on animal
3control and welfare issues in NACA News and the ASPCA's Animal
4Watch, actively encouraged local volunteer initiatives, and
5advocated adamantly for changes to State laws regarding the
6protection of animals; therefore, be it
 
7    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
8NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
9honor Lauren Malmberg and wish her the best of luck in her
10retirement; and be it further
 
11    RESOLVED, That a suitable copy of this resolution be
12presented to Lauren Malmberg as an expression of our esteem.
