HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to thank Ryan Finkenbine, M.D. for his
4service to the Illinois Psychiatric Society; and
 
5    WHEREAS, Dr. Finkenbine is currently the Chair and
6Professor of Clinical Psychiatry at the Department of
7Psychiatry and Behavioral Medicine at the University of
8Illinois College of Medicine at Peoria; and
 
9    WHEREAS, Dr. Finkenbine is the President-elect of the
10Illinois Psychiatric Society and has been a leader in
11advocating for Peoria-area psychiatric and mental illness
12patients; and
 
13    WHEREAS, Dr. Finkenbine oversees the Department of
14Psychiatry and Behavioral Medicine's growth and development in
15its goal to provide excellent clinical care, education, and
16research at UIC College of Medicine in Peoria; and
 
17    WHEREAS, In addition to his administrative
18responsibilities, Dr. Finkenbine maintains an active forensic
19practice; over the past decade, he has conducted or coordinated
20hundreds of criminal and civil forensic evaluations; all types
21of legal cases requiring expert psychiatric testimony are

1comprehensively assessed to provide accurate, credible
2opinions to referring parties; and
 
3    WHEREAS, Dr. Finkenbine is a graduate of Wittenberg
4University and the Indiana University School of Medicine; he
5completed his internship and residency in psychiatry at the
6Medical University of South Carolina and then received advanced
7training in forensic psychiatry at the University of South
8Carolina School of Medicine; after holding positions at
9hospitals in Alaska and South Carolina, he took an academic
10position at West Virginia University in Morgantown, where, as
11Director of the general psychiatry residency training program,
12he was honored as a five-time recipient of the Best Faculty
13Teacher award by his residents; and
 
14    WHEREAS, Dr. Finkenbine was also the Director of an
15ACGME-accredited Forensic Psychiatry Fellowship that he
16started in 1999; he was nationally recognized as the Best
17Teacher in Forensic Psychiatry by the American Academy of
18Psychiatry and the Law for his innovative and successful
19educational programs; as a leader in the area of forensic
20psychiatry, he has been invited to present at dozens of CME and
21CLE approved activities, including as a Distinguished Visiting
22Professor; he was an Adjunct Lecturer at the West Virginia
23College of Law and served on the West Virginia Governor's
24Sexually Violent Predator Task force and on the State

1Comprehensive Behavior Health Commission Work Group; and
 
2    WHEREAS, Dr. Finkenbine is a member of the American
3Psychiatric Association; he is licensed in Illinois and is
4Board Certified in general and forensic psychiatry; therefore,
5be it
 
6    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
7NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
8thank Ryan Finkenbine, M.D. for his service to the Illinois
9Psychiatric Society and we congratulate him on being selected
10as the new President; and be it further
 
11    RESOLVED, That a suitable copy of this resolution be
12presented to Dr. Finkenbine as an expression of our esteem and
13respect.
