1 | | AN ACT concerning State government.
|
2 | | Be it enacted by the People of the State of Illinois, |
3 | | represented in the General Assembly:
|
4 | | Section 1. Short title. This Act may be cited as the |
5 | | Resource Optimization Act.
|
6 | | Section 5. Findings. The General Assembly finds that when |
7 | | expenditures outpace revenue it is essential that |
8 | | administrative processes and procedures be rethought, |
9 | | reassessed, and reinvented to permit optimal resource |
10 | | utilization. Emphasis should be placed on retrofitting |
11 | | administrative functions so more can be accomplished with fewer |
12 | | resources. |
13 | | The cost benefit of administrative functions must not be |
14 | | taken for granted simply because this is how business has been |
15 | | conducted in the past. Appropriate waivers should be sought |
16 | | when federal oversight mandates outlive their purpose. When |
17 | | possible, State oversight should be aligned with federal |
18 | | oversight to eliminate the need for the State to pay for |
19 | | oversight the federal government already performs. |
20 | | Public-private partnerships should be encouraged, |
21 | | explored, and embraced. Federal initiatives should be |
22 | | identified and pursued. Federal funding on all fronts should be |
23 | | sought. |
