1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the
5Resource Optimization Act.
 
6    Section 5. Findings. The General Assembly finds that when
7expenditures outpace revenue it is essential that
8administrative processes and procedures be rethought,
9reassessed, and reinvented to permit optimal resource
10utilization. Emphasis should be placed on retrofitting
11administrative functions so more can be accomplished with fewer
12resources.
13    The cost benefit of administrative functions must not be
14taken for granted simply because this is how business has been
15conducted in the past. Appropriate waivers should be sought
16when federal oversight mandates outlive their purpose. When
17possible, State oversight should be aligned with federal
18oversight to eliminate the need for the State to pay for
19oversight the federal government already performs.
20    Public-private partnerships should be encouraged,
21explored, and embraced. Federal initiatives should be
22identified and pursued. Federal funding on all fronts should be
23sought.
