1    AN ACT concerning public aid.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Public Aid Code is amended by
5adding Section 9A-11.1 as follows:
 
6    (305 ILCS 5/9A-11.1 new)
7    Sec. 9A-11.1. Orientation and pre-service trainings;
8Taft-Hartley health fund contributions.
9    (a) All non-relative providers in the child care assistance
10program for the first time shall participate in comprehensive
11orientation and pre-service trainings covering health and
12safety matters appropriate to a home-based setting within 6
13months after the non-relative provider begins providing
14services under the child care assistance program. Non-relative
15providers shall be paid $15 per hour for their attendance and
16time spent at mandatory orientation and pre-service trainings.
17There shall be no charge for non-relative providers to attend
18mandatory orientation and pre-service trainings. Relative
19providers in the child care assistance program for the first
20time shall be encouraged, but not required, to attend
21orientation and pre-service trainings, and shall be paid $15
22per hour for their attendance and time spent at mandatory
23orientation and pre-service trainings. Orientations shall be

1offered in person, no less than 6 times per year in each
2service delivery area. The Department shall provide
3orientations and pre-service trainings in reasonably
4convenient locations, and at reasonable dates and times, and
5shall provide reasonable advance notice of available
6pre-service trainings to providers. Providers may complete no
7more than 50% of mandatory pre-service training hours online.
8    (b) No later than September 30, 2016, the Department shall
9provide mandatory annual trainings covering health and safety
10matters appropriate to a home-based setting for non-relative
11providers in the child care assistance program. Non-relative
12providers shall be paid $15 per hour for their attendance and
13time spent at mandatory annual trainings. There shall be no
14charge for non-relative providers to attend mandatory annual
15trainings. Relative providers shall be encouraged, but not
16required, to attend mandatory annual trainings, and shall be
17paid $15 per hour for their attendance and time spent at
18mandatory annual trainings.
19    Trainings shall be offered in person in each service
20delivery area. The Department shall provide mandatory annual
21trainings in reasonably convenient locations, and at
22reasonable dates and times, and shall provide reasonable
23advance notice of available mandatory trainings to providers.
24The Department and the collective bargaining representative of
25the providers shall discuss the locations and schedules for
26mandatory annual trainings and notice to providers. Providers

1may complete no more than 50% of mandatory annual training
2hours online.
3    (c) The State shall contribute into a Taft-Hartley health
4fund for the purpose of providing health insurance to qualified
5home child care providers. For State fiscal year 2017, the rate
6shall be $587.69 per enrollee per month. For future fiscal
7years, the rate shall be adjusted as determined by actuarial
8analysis.
 
9    Section 99. Effective date. This Act takes effect July 1,
102016.
