Amends the Supreme Court Act. Adds a caption to a Section concerning the powers of the Court.

Deletes everything. Creates the Judicial Circuits Apportionment Act of 2005. Divides the 12th, 16th, 17th, 19th, and 22nd Judicial Circuits into subcircuits. Amends the Circuit Courts Act, the Judicial Vacancies Act, and the Associate Judges Act. Provides for the election of 4 circuit judges in the 17th judicial circuit (Winnebago and Boone counties) from subcircuits. Provides for the creation by the General Assembly of 4 subcircuits. Provides for the allotment by the Supreme Court of the 17th circuit's 3 resident judgeships upon their vacancies and the first vacant 17th circuit associate judgeship (converted into a resident judgeship) to the 4 subcircuits. Adds an additional resident judgeship to the 9th judicial circuit from Fulton County, to be filled by appointment until filled by election at the 2006 general election. In the 22nd judicial circuit (McHenry County), to be created on December 4, 2006, requires the creation of 4 (now, 3) subcircuits and adds an additional resident judgeship (now, 3) for allotment as subcircuit judgeships. Provides that the 22nd circuit's additional resident judgeship may not be filled by appointment before being filled by election at the 2006 general election. Provides for division of the 16th judicial circuit (DeKalb, Kendall, and Kane counties) into 4 subcircuits by the General Assembly. Provides for the allotment by the Supreme Court of the first DeKalb County vacancy, the first Kendall County vacancy, and the first 2 Kane County vacancies in resident judgeships of the 16th circuit as resident subcircuit judgeships. Makes other changes. Effective immediately.
