Replaces everything after the enacting clause. Amends the Home Health, Home Services, and Home Nursing Agency Licensing Act. In provisions concerning the definition of "home nursing agency", provides that such an agency provides home health aide (as well as skilled nursing) services. Provides that home health aide services are provided under the direction of a licensed nurse. Provides that a home nursing agency does not require (instead of qualify for) licensure as a home health agency. Provides that neither the Governor nor any agency or agency head under the jurisdiction of the Governor has any rulemaking authority under the amendatory Act, but that the Governor may suggest rules by filing them with the General Assembly and requesting that the General Assembly authorize such rulemaking by law, enact the suggested rules into law, or take other appropriate action in the General Assembly's discretion. Effective immediately.
House Floor Amendment No. 2 Provides that home health aide services are provided under the direction of a registered professional nurse or Advanced Practice nurse (instead of under the direction of a licensed nurse).
