Synopsis As Introduced
Amends the Hearing Instrument Consumer Protection Act. Provides that a trainee shall perform the functions of a hearing instrument dispenser in accordance with the Department rules and only under the direct supervision of a licensed hearing instrument dispenser. Provides that the licensed hearing instrument dispenser shall give final approval to all work performed by the trainee and shall be physically present at the time any hearing instrument or hearing aid is delivered to the client. Provides that the Department shall establish by rule a training program for trainees that shall be at least 12 months in length. Provides that the Department may limit the number of trainees that may be under the direct supervision of the same licensed hearing instrument dispenser. Defines "trainee" and "direct supervision".

House Committee Amendment No. 1
Replaces everything after the enacting clause and re-inserts the original bill as introduced, with the following changes: provides that in order to receive a trainee license, a person must apply to the Department and provide certain evidence required by the Department; provides that a trainee license expires 6 months from the date of issue and is non-renewable; provides that a trainee shall perform the functions of a hearing instrument dispenser only under the direct supervision of a hearing instrument dispenser or audiologist who is licensed in the State; provides that the supervising hearing instrument dispenser or audiologist shall be physically present anytime the trainee has contact with the client; changes definition of "trainee".

Recommends adding a provision that the Department of Public Health may establish a trainee licensing fee by rule.
