Synopsis As Introduced Creates the Violence Prevention Task Force Act. Establishes the Violence Prevention Task Force consisting of 6 members, one each appointed by legislative leaders and 2 appointed by the Governor. Provides that the Task Force shall: (1) increase awareness of resources, jobs, and opportunities to prevent violence in the State; (2) assist violence prevention groups, religious institutions, social lodges, community groups, block clubs, and other groups in providing safe havens for children, youth, young adults, and seniors; (3) create, develop, and implement recreational, social, and educational initiatives for at-risk youth; (4) train all interested persons to become community organizers, field organizers, neighborhood leaders, data coordinators, and event coordinators; and (5) assist in providing jobs, resources, and opportunities for at-risk youth so as to prevent them from committing crimes. Provides that the members of the Task Force shall serve without compensation but shall be reimbursed for their reasonable and necessary expenses from funds appropriated for that purpose. Provides that the Task Force shall receive the assistance of legislative staff, may employ skilled experts with the approval of the chairperson, and shall receive the cooperation of those State agencies it deems appropriate to assist the Task Force in carrying out its duties. Provides that the Department of Children and Family Services shall provide administrative and other support to the Task Force.
House Committee Amendment No. 1 Deletes provision that the Task Force shall receive the assistance of legislative staff. Provides that the Illinois African American Family Commission, the Illinois Department of Public Health, and the Illinois Latino Family Commission (rather than the Department of Children and Family Services) shall provide administrative and other support to the Task Force.
House Committee Amendment No. 2 Provides that the Task Force shall also organize community mental health providers in at-risk communities and provide State resources to public schools to assist with behavioral health (rather than train all interested persons to become community organizers, field organizers, neighborhood leaders, data coordinators, and event coordinators).
House Floor Amendment No. 3 Provides that the Task Force shall report to the Governor and the General Assembly, by December 1 of each year, its activities for the previous year. Adds an immediate effective date to the bill.
