Synopsis As Introduced
Creates the Electric Vehicle Adoption Act. Authorizes the Governor to appoint an Electric Vehicle Coordinator for the State of Illinois who will act as the point person for electric vehicle related policies and activities in the State. Creates the Illinois Electric Vehicle Advisory Council to investigate and recommend strategies that the Governor and the General Assembly may implement to promote the use of electric vehicles, including, but not limited to, potential infrastructure improvements, State and local regulatory streamlining, and changes to electric utility rates and tariffs. Specifies the composition of the Council. Defines "Coordinator", "Council", and "electric vehicle". Effective immediately.

House Committee Amendment No. 1
Replaces everything after the enacting clause. Creates the Electric Vehicle Act. Reinserts the provisions of the introduced bill with changes. Requires the Electric Vehicle Coordinator to be a person within the Department of Commerce and Economic Opportunity (rather than the Office of the Governor). Requires the Executive Director of the Illinois Commerce Commission or his or her designee to serve on the Electric Vehicle Advisory Council. Requires the Council to report its findings to the Governor and the General Assembly by December 31, 2011. Requires the Department of Commerce and Economic Opportunity to provide administrative support to the Council. Effective immediately.

House Floor Amendment No. 3
Adds another representative of the utility industry to the Illinois Electric Vehicle Advisory Council.

Senate Floor Amendment No. 1
Adds the Secretary of the Illinois Department of Transportation (or his or her designee) to the list of members of the Illinois Electric Vehicle Advisory Council.
