Synopsis As Introduced Amends the Department of Natural Resources Act. Provides that the Department of Natural Resources shall formulate and implement a 10-year program that shall be in place by January 1, 2008 for the maintenance and reconstruction of the Adeline Jay Geo-Karis Illinois Beach Marina. Amends the State Finance Act. Provides that transfers from the Adeline Jay Geo-Karis Illinois Beach Marina Fund to the General Revenue Fund shall not exceed $1,000,000 (now, $2,000,000) in any fiscal year. Transfers an amount equal to the amount transferred from the Adeline Jay Geo-Karis Illinois Beach Marina Fund to the General Revenue Fund under certain provisions of the State Finance Act during fiscal years 2004, 2005, 2006, and 2007 from the General Revenue Fund to the Adeline Jay Geo-Karis Illinois Beach Marina Fund. Excludes the Adeline Jay Geo-Karis Illinois Beach Marina Fund from a provision of the State Finance Act that allows the Governor to transfer moneys from certain special funds into the General Revenue Fund. Effective immediately.
House Committee Amendment No. 1 Deletes everything after the enacting clause. Reinserts the provisions of the introduced bill with changes. Provides that 35% of the revenue deposited into the Adeline Jay Geo-Karis Illinois Beach Marine Fund shall be transferred to the General Revenue Fund in each fiscal year until the sum of $31,200,000 is paid (instead of 25% of the first $2,000,000 deposited into the Fund and 75% of revenue deposited into the Fund in excess of $2,000,000). Deletes a provision of the introduced bill that requires the transfer of moneys from the General Revenue Fund into the Adeline Jay Geo-Karis Illinois Beach Marina Fund.
Deletes a Section of the bill that exempts the Adeline Jay Geo-Karis Illinois Beach Marina Fund from administrative charge-back provisions of the State Finance Act.
