Synopsis As Introduced
Amends the Illinois Lottery Law. Requires the Department of the Lottery to deposit any estimated remaining proceeds from the prior fiscal year (rather than any remaining proceeds) after certain payments and transfers are made, into the Capital Projects Fund, on or before September 30 of each fiscal year (rather than on the last day of each fiscal year). Provides that, beginning in fiscal year 2019, the amount deposited shall be increased or decreased each year by the amount the estimated payment differs from the amount determined from each year-end financial audit. Provides that only remaining net deficits from prior fiscal years may reduce the requirement to deposit the funds, as determined by the annual financial audit. Effective immediately.

Replaces everything after the enacting clause. Amends the Civil Administrative Code of Illinois. Provides that the annual salary of the director or secretary and assistant director or assistant secretary of each department created under the Code shall be an amount equal to 15% more than the respective annual salary of each director, secretary, assistant director, or assistant secretary in effect as of December 31, 2018. Provides that the calculation of the 2018 salary base for this adjustment shall not include any cost of living adjustments, as authorized by Senate Joint Resolution 192 of the 86th General Assembly, for the period beginning July 1, 2009 to June 30, 2019. Provides that on July 1, 2019, and on each July 1 thereafter, the directors, secretaries, assistant directors, and assistant secretaries shall receive an increase in salary based on a cost of living adjustment as authorized by Senate Joint Resolution 192 of the 86th General Assembly. Makes conforming changes. Amends the Illinois Lottery Law, the Military Code of Illinois, the State Fire Marshal Act, the Illinois Emergency Management Agency Act, the Illinois Power Agency Act, and the Environmental Protection Act to make conforming changes. Effective immediately.
