Synopsis As Introduced Amends the Department of Transportation Law of the Civil Administrative Code of Illinois. Authorizes the Department to enter into contracts to provide feeder services to and from rail terminals and intercity bus transportation. Defines terms. Provides that the Department may provide funding to Amtrak to enter into contracts with motor carriers for intercity transportation if certain conditions are met. Specifies that the first inter-city bus routes the Department coordinates shall be Quincy-Springfield-Decatur-Champaign-Danville and Quad Cities-Galesburg-Peoria-Normal-Champaign-Danville. Effective immediately.
Senate Committee Amendment No. 1 Replaces everything after the enacting clause. Amends the Department of Transportation Law of the Civil Administrative Code of Illinois. Provides that the Department of Transportation shall issue a concession to an intercity bus operator as a pilot program for a period of 2 years. Contains provisions governing the implementation of the pilot program. Provides that the concessionaire shall participate in the Amtrak Thruways program so that Amtrak shall sell and issue tickets for the bus service of the concessionaire. Provides that the Department shall require Amtrak, as a condition of receiving State funds for intercity rail service, to participate in the pilot program in accordance with the new provisions. Provides that the concession shall be for at least one of the following routes: Champaign, Normal, Peoria, Galesburg, and the Quad Cities; and Champaign, Decatur, Springfield, and Quincy, with any intermediate stops of the concessionaire's choosing. Provides that the Department shall issue a Request for Proposals from potential concessionaires by November 1, 2012 and shall select the concessionaire by February 1, 2013, so that service begins by April 1, 2013 to coincide with the issuance of the Amtrak timetable in the spring of 2013. Effective immediately.
Senate Committee Amendment No. 2 Provides that no Amtrak revenues may be redirected to the bus operator. Provides that the Request for Proposals shall contain a statement that the only revenue available to cover operating costs of the concessionaire will be from the farebox and any other sources generated by the concessionaire. Provides that the State shall have no cost responsibility for the service.
