Synopsis As Introduced Amends the Public Community College Act. In provisions concerning the College and Career Readiness Pilot Program, provides that beginning July 1, 2010, the Illinois Community College Board shall extend the current pilot project for 3 years to include an additional 7 sites as evidenced by the effectiveness of the current program. Changes the criteria for the State Board's selection of 4 community colleges to participate in the original pilot program and 7 additional sites as part of the extension. Provides that each participating community college shall establish an agreement with a high school or schools to include the creation of a Readiness Plan (rather than Readiness Prescription) for each student. Changes provisions concerning the State Board's work with participating community colleges and high schools to develop an appropriate evaluation process to measure effectiveness of intervention strategies. Changes provisions concerning the second and third year duties of the State Board. Provides that at the end of the 3 year extension, the State Board shall prepare and submit a report outlining its findings and recommendations to the Senate and the House of Representatives by filing a copy of its report with the Secretary of the Senate and Clerk of the House of Representatives no later than December 31, 2013. Effective July 1, 2010.
Senate Committee Amendment No. 1 Deletes everything after the enacting clause. Reinserts the contents of the bill as introduced, with the following changes. Provides that, subject to appropriation, on July 1, 2010, the Illinois Community College Board shall extend the current College and Career Readiness Pilot Program for an additional 3 years and include an additional 7 sites or as many as are allowed by available funding; and provides that if in any of these 3 additional years, money is not appropriated for the program, then the Board shall extend the program for an additional year (instead of beginning July 1, 2010, requiring the Board to extend the current pilot project for 3 years and include an additional 7 sites). Makes changes concerning the goals of the program. Provides that each participating community college shall establish an agreement with a high school or schools to retest students upon the completion of the appropriate intervention (instead of retesting students in the spring of 2012). Provides that the evaluation process shall include measures selected by the Board. Removes a provision requiring the Board to work with participants to establish operational processes and a budget for college and career readiness pilot programs. Makes other changes. Effective July 1, 2010.
