Synopsis As Introduced Amends the Community Mental Health Act. Provides that from funds appropriated to the Department of Human Services for that purpose, the Secretary of Human Services shall establish a 2-year pilot program in 3 locations across the State to provide mental health services to veterans who do not qualify for mental health services under a federally funded or State-funded program and who do not have insurance coverage for mental health services. Provides that the Department of Human Services shall implement the program in cooperation with the Department of Veterans' Affairs. Provides that in allocating funds to community providers for veterans' mental health services, the Department of Human Services shall give preference to programs that serve special population groups and targeted geographic areas. Effective immediately.
House Committee Amendment No. 1 Deletes references to (i) determinations to be made by the Department of Human Services in connection with allocating funds to community providers and (ii) rules to be adopted by the Department in connection with creation of the pilot program. Provides that neither the Governor nor any agency or agency head under the jurisdiction of the Governor has any rulemaking authority under the amendatory Act, but that the Governor may suggest rules by filing them with the General Assembly and requesting that the General Assembly authorize such rulemaking by law, enact the suggested rules into law, or take other appropriate action in the General Assembly's discretion.
