Synopsis As Introduced Amends the Illinois State Auditing Act. Makes a technical change in a Section concerning the definition of "Office of Auditor General".
Replaces everything after the enacting clause. Amends the State Finance Act. Provides that, for a period of 2 years, no State funds may be expended for nonessential promotional purposes or advertising. Defines "nonessential" as not critical to the health, welfare, and safety of the citizens of Illinois. The prohibition applies to expenditures by State agencies and also to expenditures by State grant recipients from grant moneys. Effective immediately.
Senate Committee Amendment No. 1 Replaces everything after the enacting clause. Amends the State Finance Act. Provides that for 2 years no amounts from the General Revenue Fund may be expended for promotional calendars, pens, buttons, pins, and magnets. Applies to expenditures by State agencies and by grant recipients. Exempts contracts entered into before the effective date of the amendatory Act. Effective immediately.
Senate Floor Amendment No. 2 Includes "other similar promotional items" in the list of items that may not be purchased.
