Synopsis As Introduced
Creates the Illinois Consumer Choice of Benefits Health Insurance Plan Act. Contains only a short title provision.

House Committee Amendment No. 1
Adds reference to:
215 ILCS 5/Art. XIXB rep.

Deletes everything after the enacting clause. Repeals the Small Employer Group Health Insurance Law of the Illinois Insurance Code. Creates the Illinois Consumer Choice of Benefits Health Insurance Plan Act. Provides that insurers and employers may offer policies of accident and health insurance that do not provide state-mandated health benefits. Effective immediately.

 Fiscal Note (Department of Insurance)
 This bill if passed would not have a fiscal impact on the Department of Insurance.

House Floor Amendment No. 2
Provides that, for purposes of the Act, the term "state-mandated health benefits" does not include benefits that are mandated by specified provisions of the Illinois Administrative Code concerning minimum standards for benefits in individual policies of accident and health insurance. Changes a reference to "accident and sickness insurance" to "accident and health insurance".

 Judicial Note (Admin Office of the Illinois Courts)
 House Bill 5925, as amended by House Amendments 1 and 2, would neither increase nor decrease the number of judges needed in the State.

 This legislation, as amended by House Amendments 1 and 2, does not pre-empt home rule authority.
