Requires the Department of Human Services to submit a report to the Governor and the General Assembly by January 31, 2011 and every year thereafter, detailing the number of individuals that have been transferred or transitioned out of a State-operated facility or State psychiatric hospital due to facility closures, and to what extent such closures have disrupted these individuals' ability to access adequate health care services.
