Makes changes to the engrossed bill to provide that payment of bills submitted under Article V of the Illinois Public Aid Code must be made within 60 days (instead of 30 days) before a 2% interest penalty is added. Includes within the definition of "goods or services", prevention, intervention, or treatment services and supports for persons with developmental disabilities, mental health services, alcohol and substance abuse services, rehabilitation services, and early intervention services provided by a vendor, which includes but is not limited to a licensed community-based provider.
