Synopsis As Introduced
Amends the State Finance Act. Provides that notwithstanding any provision of law to the contrary and to the extent permitted by federal law, as of July 1, 2013, outstanding liabilities as of June 30, payable from appropriations which have otherwise expired, may be paid out of the expiring appropriations only during the 2-month period ending at the close of business on August 31. Effective immediately.

 Land Conveyance Appraisal Note (Dept. of Transportation)
 No land conveyances are included in this bill; therefore, there are no appraisals to be filed.

 Correctional Note (Dept of Corrections)
 There are no penalty enhancements associated with this bill. The bill would have no fiscal or population impact on the Department of Corrections.

 Housing Affordability Impact Note (Housing Development Authority)
 This bill will have no effect on the cost of constructing, purchasing, owning, or selling a single-family residence.

 State Debt Impact Note (Government Forecasting & Accountability)
 This bill would not change the amount of authorization for any type of State-issued or State-supported bond, and, therefore would not affect the level of State indebtedness.

 State Mandates Fiscal Note (Dept. of Commerce & Economic Opportunity)
 This bill does not create a State mandate.

 Home Rule Note (Dept. of Commerce & Economic Opportunity)
 This bill does not pre-empt home rule authority.

 Pension Note (Government Forecasting & Accountability)
 There is no discernible fiscal impact of any pension system associated with HB 2946.

 Judicial Note (Admin Office of the Illinois Courts)
 This bill would neither increase nor decrease the number of judges needed in the State.

 Fiscal Note (Office of the Comptroller)
 HB 2946 would have the following fiscal impact on the State: (1) Any bill received by the Comptroller's Office after August 31st would be returned to the vouchering agency. The vendor would be responsible for filing a claim with the Court of Claims; (2) Any bill received by the Comptroller's Office prior to August 31st would be paid by the Comptroller's Office. However, if the Comptroller's Office does not pay the vendor until after August 31st, the vendor would be responsible for filing a claim with the Court of Claims for any associated Prompt Payment Interest; (3) Any subsection in Section 25 (30 ILCS 105/25) that extends lapse period beyond August 31st would be null and void; (4) Any subsection in Section 25 (30 ILCS 105/25) that allows for future year appropriations to pay for prior year costs would be null and void.

 Balanced Budget Note (Office of Management and Budget)
 HB 2946 has no direct impact on the State budget, but complicates the process of paying State vendors who are still owed for services provided prior to June 30 of a fiscal year.

Moves the date of the liabilities to which the legislation applies from July 1, 2013 to July 1, 2015.
