Synopsis As Introduced
Amends the Illinois Lottery Law. Requires the Department of Revenue to offer a special instant scratch-off game with the title of "Quality of Life", to commence on July 1, 2007 and to be discontinued on December 31, 2012. Provides that the net revenue from the game shall be deposited into the Quality of Life Endowment Fund for appropriation by the General Assembly solely to the Department of Public Health, in consultation with the Quality of Life Board, for the purpose of HIV/AIDS-prevention education and for making grants to public or private entities in Illinois for the purpose of funding organizations that serve the highest at-risk categories for contracting HIV or developing AIDS. Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois to create the Quality of Life Board as an advisory board within the Department of Public Health. Amends the State Finance Act to create the Quality of Life Endowment Fund. Sets forth procedures for the appointment of Board members and for the operation of the Board. Effective immediately.

House Committee Amendment No. 1
Deletes everything after the enacting clause. Reinserts the provisions of the introduced bill with the following changes: Requires that grants be targeted to serve at-risk populations in proportion to the distribution of HIV/AIDS cases among risk groups. Deletes a definition of "research". Provides that organizational size determines an organizations competitive slot in the "Request for Proposal" process for grants. Effective Immediately.

Replaces everything after the enacting clause. Amends the Illinois Public Aid Code. Provides for medical assistance eligibility for uninsured persons for whom one or more screening or diagnostic services for breast or cervical cancer have been paid in whole or in part by public funds if, during the course of those screening or diagnostic services, cancer was detected; provides that such persons shall be eligible for medical assistance under this provision for so long as they need treatment for the cancer. Also provides for medical assistance eligibility for a caretaker relative, including a pregnant woman or her spouse if living together, who is 19 years of age or older and has countable income at or below 133% of the Federal Poverty Level Guidelines if the individual is not otherwise eligible for medical assistance or healthcare benefits under the Children's Health Insurance Program Act or the Covering ALL KIDS Health Insurance Act and meets other specified requirements. Contains provisions concerning commencement of eligibility, monthly premium payments, termination of coverage, and other matters. Provides that these amendatory provisions take effect if and only if HB473 and HB3860 become law. Effective immediately.
