Amends the Illinois Emergency Management Agency Act. Expands the definition of "disaster" to include a cyber attack.

Replaces everything after the enacting clause. Amends the Illinois Emergency Management Agency Act. Provides that "disaster" includes cyber incidents. Defines "cyber incident".
