Allows a grandparent, great-grandparent, step-parent, or sibling of a minor child to bring a petition for visitation and electronic communication if there is an unreasonable denial of visitation by a parent that causes undue mental, physical, or emotional harm to the child and if a parent of the child is a threat to the physical, mental, or emotional safety of either of the parents or the child.
