Synopsis As Introduced
Amends the Illinois Health Facilities Planning Act. Provides that changes of ownership of facilities licensed under the Nursing Home Care Act must meet the requirements set forth in the Nursing Home Care Act. Provides that facilities that are licensed under the Nursing Home Care Act are exempt from a provision requiring a permit before discontinuing certain health care facilities or categories of service. Makes technical changes. Effective immediately.

House Committee Amendment No. 1
Provides that no permit shall denied on the basis of prior operator history for a facility licensed under the Nursing Home Care Act, except for certain actions specified under the Nursing Home Care Act involving insufficient financial resources, criminal convictions involving moral turpitude, and prior revocation of the applicant's license.

Senate Committee Amendment No. 1
Provides that the Illinois Health Facilities Planning Act does apply to facilities operated by a county or Illinois Veterans Homes. Provides that facilities operated by a county or Illinois Veterans Homes are not exempt from the permit requirement.
