Replaces everything after the enacting clause. Amends the Criminal Code of 1961. Contains provisions concerning the effect of a former prosecution, mental states, accountability, compulsion, solicitation, conspiracy, and attempt. Contains further provisions concerning second degree murder, concealment of a homicidal death, kidnapping, unlawful restraint, child abduction, visitation interference, trafficking in persons, involuntary servitude, mob action, contact with streetgangs, and terrorism and related offenses. Makes other changes. Amends several other Acts to conform cross-references. Effective January 1, 2010.
