Synopsis As Introduced
Amends the Election Code. Provides that a political committee created within 30 days before an election must file its statement of organization within 24 hours (now, within 5 business days) after its creation and must file the statement electronically.

Senate Floor Amendment No. 1
Deletes everything after the enacting clause. Amends the Election Code. Provides that a political committee created within 30 days before an election must file its statement of organization within 24 hours (now, within 5 business days) after its creation and must file the statement via facsimile transmission or electronic mail.

House Committee Amendment No. 1
Requires that the statement be filed within 2 business days, rather than 24 hours, after the committee's creation.

Governor Amendatory Veto Message
Adds ref: 10 ILCS 5/28-1, 10 ILCS 5/28-2, 10 ILCS 5/Art. 28A heading new, 10 ILCS 5/28A-1 new; Recommends that the Election Code be further amended to authorize the adoption of ethics ordinances by the voters of units of local government by initiative petitions and referenda. Specifies petition circulating and filing periods and the minimum signature requirement. Exempts the referenda from the Code's limitation on the number of public questions per election.
