Synopsis As Introduced
Amends the Cook County Article of the Illinois Pension Code. Provides that salary shall be equal to the actual salary paid as reported to the Fund, excluding overtime or extra service and subject to certain specified limitations. Eliminates the statutory addition to salary for free meals, lodging, board, and laundry service. Provides that salary at the date of disability shall be based on the percentage, not to exceed 100%, of hours paid, contributed on, and reported to the Fund during the prior 365 days divided by 2080. Provides that this amendatory Act is intended to be a restatement and clarification of existing law. Effective immediately.

Replaces everything after the enacting clause. Amends the Chicago Teacher Article of the Illinois Pension Code. Specifies the amount of the Board of Education's total required contribution to the Fund for fiscal years 2014 and 2015. Extends the subsequent amortization period through fiscal year 2062. Effective immediately.

 Pension Note, House Floor Amendment No. 2 (Government Forecasting & Accountability)
 Under current law, the required Chicago Board of Education contribution to the Chicago Teachers Pension Fund for FY 2014 is $600 million. The FY 2015 contribution is estimated to be $618.4 million. SB 1920 (H-AM 2) mandates an FY 2014 Board of Education contribution in the amount of $350 million, and an FY 2014 contribution of $500 million. This bill effectively gives the Chicago Board of Education a two-year, $368.4 million pension funding reprieve for the Chicago Teachers Pension Fund.
