Replaces everything after the enacting clause. Amends the Illinois Act on the Aging, the Department of Human Services Act, the State Finance Act, the State Prompt Payment Act, the Nursing Home Care Act, and the Illinois Public Aid Code. Provides for the use of moneys transferred from the Long-Term Care Provider Fund into the Department on Aging State Projects Fund. Creates the Department of Human Services Community Services Fund as a special fund in the State treasury. Removes a provision for the deposit of moneys in excess of $1,000,000 held in the Long Term Care Monitor/Receiver Fund at the end of each fiscal year into the General Revenue Fund. Provides that a 1.0% interest penalty shall be added to any outstanding bill for pharmacy or nursing facility services or goods submitted under Article V of the Illinois Public Aid Code and approved for payment under the State Prompt Payment Act. Makes changes in the "Medical Assistance" Article of the Illinois Public Aid Code, including: (i) makes changes in definitions relating to long-term care facilities; (ii) effective July 1, 2012, requires the Department of Healthcare and Family Services to implement an evidence-based payment methodology for reimbursement of nursing facility services; (iii) makes changes concerning rates for long-term care facilities taking effect April 1, 2011; and (iv) repeals provisions concerning Medicaid provider participation fees and other provisions. Makes changes in the "Long-Term Care Provider Funding" Article of the Illinois Public Aid Code, including: (A) makes changes in definitions relating to long-term care facilities; (B) makes changes concerning the amount of the assessment beginning April 1, 2011; (C) adds provisions requiring reports to accompany assessment payments and annual reports; and (D) makes changes concerning the use of moneys in the Long-Term Care Provider Fund. Makes changes to the "Hospital Provider Funding" Article of the Illinois Public Aid Code, including: (1) providing for transfers of moneys from the Hospital Provider Fund for State fiscal years through 2014 (instead of 2013); (2) providing that the adoption of an administrative rule by the Department of Healthcare and Family Services to modify the methodology for calculating outlier payments to hospitals for exceptionally costly stays will not cause the assessment provisions to cease to be imposed; and (3) authorizing the Department to seek input from the hospital industry and other stakeholders, and requiring the Department to report its recommendations to the General Assembly by December 31, 2011. Effective immediately.
