Synopsis As Introduced
Amends the Illinois Power Agency Act. Includes references to the reduction of thermal load in the definitions of "energy efficiency" and "renewable energy resources". Makes corresponding changes to the definition of "Energy Efficiency Project" in the Illinois Finance Authority Act. Effective immediately.

Senate Floor Amendment No. 2
Adds reference to:

Replaces everything after the enacting clause. Amends the Public Utilities Act. Provides that electric utilities may comply with certain provisions by meeting the annual incremental savings goal in the applicable year or by showing that total savings associated with measures implemented on or after May 31, 2014 were equal to the sum of each annual incremental savings requirement on or after June 1, 2014 through the end of the applicable year. Makes changes to the definition of "energy efficiency" in provisions concerning natural gas energy efficiency programs. Amends the Illinois Finance Authority Act. Makes changes to the definition of "Energy Efficiency Project". Amends the Illinois Power Agency Act. Makes changes to the definition of "energy efficiency". Effective immediately.

Senate Floor Amendment No. 4
Provides that electric utilities may comply with a certain provision by meeting the annual incremental savings goal in the applicable year or by showing that total savings associated with measures implemented on or after May 31, 2014 were equal to the sum of each annual incremental savings goal (instead of requirement) on or after June 1, 2014 through the end of the applicable year.

Replaces everything after the enacting clause. Amends the Public Private Agreements for the Illiana Expressway Act. Provides that the public private agreement shall contain a provision stating a contractor without a subcontract with a design-build entity in effect at the time of the execution of the public-private agreement by the Department of Transportation must follow a selection process for subcontractors that is identical to the selection process contained in the Design-Build Procurement Act.
