Synopsis As Introduced
Amends the Public Utilities Act. Provides that an annual report prepared by the Illinois Commerce Commission's Office of Retail Market Development shall be filed by July 1 of each odd year beginning in 2015 (instead of July 1 of each odd year). Effective immediately.

House Committee Amendment No. 1
Replaces everything after the enacting clause. Amends the Public Utilities Act. Requires the Illinois Commerce Commission's Office of Retail Market Development to monitor the existing competitive condition of the retail natural gas market in Illinois. Beginning in 2015, requires the Director of the Office of Retail Market Development to submit a report, on or before October 1 of each year, to the Commission, the General Assembly, and the Governor regarding the competitive retail gas market in Illinois, barriers to retail competition for all customer classes, and solutions to overcome identified barriers. Deletes language that requires the Office to gather input from all interested parties and other bureaus within the Commission for its annual report. Effective immediately.
